One interesting WW2 what if is an Anglo-French union in 1940, which almost came into being if not for France collapsing too quickly to properly consider it. Would it have fragmented post-war or would something permanent have come of it?
That was a very weird initiative which was mainly about securing the French fleet and colonial empire from Nazi Germany. Wartime unity and common citizenship will have been straightforward enough to maintain but any kind of actual joint government? Not clear at all what they had in mind!
